I have changed my domain from net-tops to web-tops but the web-tops domain still doesnt work.

I'm not certain what you mean by "net-tops" and "web-tops" (unless those are supposed to be part of the domain name, in which case what are the full names?), but domain name configuration hasn't been working due to cPanel issues described in the announcement at the top of the Free Hosting forum page. The admins are going to be working hard on that problem for awhile. Hopefully, that will also fix your issue.
