domain owned by another user

I am getting is owned by another user error, but I am using the domain. Should I set the DNS before uploading any files itself ? Please reset it.
domain is "thescriptshop.org"
my user name is "paidsurveys.x10hosting.com" and I want to cancel the account in shanram as I am not using.
