I login the cPanel,but it has no any response.

If you can get to the login page I would say that suggests that there is no ban in place, as otherwise you wouldn't even be able to get to that stage. I can't say for certain though as the Chinese have an odd stance when it comes to allowing access to sites.
It's possible that your server is under heavy load at the moment and is causing things to become a bit slow or unresponsive. If this is the case, give it a few hours and try again.

If you can't access your site (but it works in the VPN), then China probably blocked the IP.

If you are able to access your site, then the IP is not blocked. cPanel and your site share the same IP.

Its very possible that your firewall or ISP is blocking the port numbers, rather than the full IP. Accessing it through a VPN works. :)
