If you're willing to pay money then use google adwords or something but if you want to promote for free then why not see if anyone on the forums will do link exchange with you?

before you start promoting make sure you have a reason for visitors to
1. visit your site
2. come back to your site and tell others

Then you wont have much of a problem getting reoccurring traffic to your site which is more important
