Email Server Help

Based on what I've read I think I need someone to help me by restarting my email server. When I enter my horde email account and try to send an email i get this message

" There was an error sending your message: Failed to send data [SMTP: Invalid response code received from server (code: 503, response: All RCPT commands were rejected with this error: Sender verify failed Valid RCPT command must precede DATA)]"

and when I try to use my pop mail account the mail server doesn't work.
