Please give my rep+ button a press if you thoguht this tutorial helped AT ALL
1. Create a new image with a transparent backround (400x400.) Press D
2. Filter > Render > Clouds
3. Filter > Render > Difference Clouds
4. Press Ctrl-F 3 times
You should now have something similar to the image below.

5. Filter > Pixelate > Color Halftone with the following settings:
Max Radius 4 (pixels)
Channel 1: 90
Channel 2: 90
Channel 3: 90
Channel 4: 90
6. Filter > Distort > Polar Coordinates with “Rectangular to Polar” selected.

7. Filter > Blur > Radial Blur with the following settings:
Amount: 100
Blur Method: Zoom
Quality: Good
Press Ctrl-F once.

8. Image > Adjustments > Hue/Saturation, select Colorize.
9. Duplicate "layer 1" and change "layer 1 copy's" blending to "Overlay"

Yay you are done! You should have something like the image below. Remember, the clouds are random so the end is always going to be different! Have fun!
