Hi, I can't log into the hosting control panel, I get an error and it keeps refreshing the screen. What can I do?

I get this error in browsers The connection to this site is not secure. x15.x10hosting.com sent an invalid response. ERR_SSL_PROTOCOL_ERROR If I change networks, for example I connect to my mobile network, if it works, could it be that my IP is blocked? Thanks.
