Error Logs

I'm still having problems maintaining my site and its been down for too long now, I logged into my cPanel to check the error logs, but it lists no errors at all!

Come to think of it, this may have been the problem all along; I haven't been able to see any errors listed in the error log - ever! I hope you can tell me why this is so.
