Depends on the country.
But for most reasons - do to phishing, scams, abuse, etc.
You can petition to Corey ( The Admin ) to allow you to have an account ... but otherwise, we are sorry ...

I can't honestly say. That is up to him to decide.
It all probably depends on many factors. Again, I can't say for sure.
I'll let him know about this thread ( if he isn't aware already )

Its not you personally that he isn't letting on x10 - its the country as a whole, because of abuse. Like I said, let me send him a notice about this thread. Don't be so ready to give up yet.
You seem to me like a nice person ... let me see what can be done.

If, in fact, you are right. Then I do apologize for getting your hopes up. But, I would like to at least try. Hey, its a free hosting site, what will you really lose if you try and fail?
