Error: Unable to connect to database (chopin)

Some last days the website cannot gain access to the database.
In configuration file of Xoops I have not changed database access settings.

define('XOOPS_DB_HOST', 'localhost');

Also I can not enter into the cPanel.
http://chopin.x10hosting.com:2082/
I use correct login and password (like for Control Panel), but at access I receive an error
> Login Attempt Failed!

Login to http://x10hosting.com/control/login.php with forums username and password.
Go to "Hosting" on TOP navigation, ----> Then Click on "update password". There you can change your password. put forums password in "Current Password" field.

Note: After this process, password for your client account, cPanel, and forums will become same.

After resetting password, try to login into cPanel again.

In cPanel click on MySql databases and make sure the db user is added to database.

I've done. Has again write in control panel the password from forum. But my password and so coincided with the password from forum.
Access to the cPanel all also is not present.

As i am new and just signed up for web hosting would like to know how long did it take before your website was on the web?I followed all instructions like confirming email and all that.:confused:
