Files Keep comin back heelp!

Umm i just installed joomla from fantastico and when i uninstalled it from fantastico i tried reinstalling joomla manually, Joomla files are now stuck at my public_html please help ~

once i delete the files it just comes back

help please

cPanel --> FileManager OR FTP

go to public_html and then up one directory level
Note permissions on public_html
Change them to 0777
Remove the joomla files & directories
Change permissions on public_html back to their original setting
