filter and more email accounts?

Is it possible for me to create a filter for my email accounts so that they can only send and receive email to and from the domains that I specify?

How can I get more email accounts than I currently have? I'm on the ad free plan and I did the double everything deal twice already, so I've got 20 available. Still, I'd like to have 60 or so available. Is there anything I can do to make this happen?

Of course, if I can't work out the filtering question above, then I won't need any more than what I already have.
