Flash web template

How can I make flash web template. I don't want to use free flash templates since I can't modify them and I can't afford a professional customized template. Could any one tell me which software can be used (esp. the flash web template has to be compatible with Frontpage). Oh and could you give me some tips/tutorial on how to make flash web template since Im worse than novice.

You can use Dreamweaver cs4. It is an adobe product. Better than frontpage.

yes dreamweaver CS4 is better to use than frontpage.. it helps you a lot on the coding..
