fopen Error Message

Hello,

I am trying to install the ocPortal CMS on my site but I am getting an error message about fopen being manually disabled. Last I heard fopen was enabled on all free accounts. Has this changed? Here is the error message that the install page is presenting:

The fopen function appears to have been manually disabled in your PHP installation. This is a basic and necessary function, required for ocPortal.

I can install from the auto-installers fine but I prefer to install by hand for security and functionality purposes.

Any help here would be appreciated.
