Forbidden error trying to create pages with Concrete5 CMS

Created a page, set all attributes, hit save. Get the following error:

Forbidden You don't have permission to access /index.php/ccm/system/dialogs/block/edit/submit on this server. Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Page contains normal html tags, a table embedded in another table and that is it. Are there "Mod Security" malicious request blockers running that would be causing this? If so, how do I avoid false positives? What steps are necessary?

If there are links in what you're trying to submit, the default max is four links via a POST request. The admins can create a rule exception in mod_security for you. (The point of the rule is to kill, as far as possible, the spam and warez links opportunities in forums and blog comments that don't get all of the love and attention they should be getting from account holders, and it's a lot easier to whitelist exceptions as they arise than to blacklist all of the possible holes in all of the possible scripts in all of the software users put on the servers.) If it's not links, there may be something else in your HTML that's tripping a spam pattern heuristic; in that case you may have to describe exactly what you're submitting to get a rule modified. In any case, you'll need to wait for someone with access to get back to you (there aren't many of 'em) - and you'll likely get your space upgrade at around the same time.
