Forum can't install!!!

Hey guys,

I can't seem to install a forum. I tried vBulletin and myBB but with no luck. When I have uploaded the files needed and created a domain, I try to go to the link like cyberspace.elementfx.com/install/install.php and then I get the 403 forbidden error. I have changed the file permissions, but some are restricted and won't change!

Can anyone help me pleez??
