Forum Portals

I am using SMF and I was wondering; do I have to download portals from the website if I use Fantastico, or if I use a portal from fantastico will it show up in my forum (as my forum)

Neither of those, if you download a portal from Fantastico then you can install it on your website and then all you have to do is make a minor change to the template so that then portal URL from SMF links to your site. Depending on the portal you use you may even be able to combine the login databases or at least write a script that synchronizes them so that if a user logs in on one of them they are able to login on the other one.
