Premium hosting is run on different servers with a far lower user count per server, meaning that uptime and reliability is guaranteed. You will also get higher limits for a whole range of things, from CPU usage to database count.

what are restrictions for unmetered disk space and monthly transfer?

Realistically, none. Of course, if you're using huge, huge amounts then some questions may then be asked, but it's usually people who are violating the ToS anyway who use that sort of quantity.
