Frequent Response Issues

It seems that every time I try to do major work on my site, I start to get time out messages.

For example, I created a sub-domain and wanted to copy everything from public_html on the main domain to the sub-domain (was going to download the entire folder to my machine and then upload it to the sub-domain). About half way through the download, it quit. Now when I try to access my main domain, sub-domain, or my cPanel, I just get "The server at jokersracingteam.x10hosting.com is taking too long to respond."

This happens any time I do major work on my site (i.e. a lot of FTP'ing). I do all my work with Firefox (with all the web development tools) and SmartFTP.

My site isn't "live" yet (I haven't broadcasted it to my users), so it shouldn't be a traffic issue. I get the same problems in Internet Explorer as well, so it shouldn't be a Firefox issue either.

Any clues as to what is going on?
Edit:
Total downtime that time was 27 minutes. As of 9:43PM CST, I am back up. I would still like to know what is happening, though.

Stoli is currently experiencing some problems this week due to the server merge.
We are focusing mainly on that server this week so it will get better.

Thanks Chris. I've figured that was likely the issue, so I haven't been too upset about it (can't really be upset since I have to live users yet anyway).
