ftp and cpanel not working on lotus

wondering if anyone can help me or confirm the problem
when i try to logon to cpanel it only loads half of it and through
ftp using filezilla it connects but when it waits for the welcome message
it times out never had problems like this befor please help or confirm

forgot to mention the website is workin fine just cant logon

My friend who is on Lotus confirms.
Website loads ok (he says a bit slow).
cPanel sign-in OK, page only half loads.
FTP: 50 users (the maximum) are already logged in, sorry OR just times out
