FTP limit?

Is it possible for me to limit/throttle one of my FTP accounts so that it doesn't take up much bandwidth on my phone?

For instance I don't want to upload my files and use all of my bandwidth in a short time, I want to upload my files and have it use a small amount of bandwidth over a wider span of time.

No, this is not possible server side, it should be a client side option.
