FTP Problems

I've read the FTP guide and when I try to register the file.. It doesn't work..

So, I tried using my usual FTP program and I ge tthis error

ERROR [11/3/2007 4:42:56 PM] Can't read from control socket. Socket error = #10054.
ERROR [11/3/2007 4:42:56 PM] Failed to establish data socket.

Help me please.
