I'm pretty sure IE's FTP client is pretty slow. And I too, have never heard of FTP commander. However, I happen to like SmartFTP Client, which is free for non-commercial use. The interface looks kinda like Windows Explorer, and transferring files is just drag and drop, really.
As for figuring out your FTP settings and stuff, go to your cpanel (there's a link to it in your x10hosting account created! email), click on FTP Manager under "site Management" and then you can see what address you need to connect to (usually ftp.yoursubdomainhere.x10hosting.com or ftp.yoursubdomainhere.exofire.net). In SmartFTP, just type that address in, along with your cpanel username and password, and you should be good to go. It's pretty simple after a while.
