function file_get_contents() on Stoli

Hi,

Should function file_get_contents() work on Stoli?

Since the end of October or so, I have been getting errors when retrieving XML from http://xoap.weather.com/weather/local/... using the function.

Port 80 outbound has been blocked by Admins to combat abuse by proxies and rapidleech type scripts.

Only a very few IP's are being whitelisted.
