Has my IP been blocked?

I recently installed WordPress on my website, everblue.exofire.net -- then I tried to upload the ComicPress theme using an FTP client, but after I connected it suddenly stopped working. Now I keep getting connection time-out errors when I try to access the site, or any site that is an exofire.net subdomain. I tested this on other browsers and computers in my house and I have the same issue.

However, I can access the site and even log in to my cpanel through a proxy like hidemyass.com ...

I assume trying to use FTP got my IP blocked somehow? Is there anyway I can fix this?
