Have I been suspended?

Now I know some sites have been temporarily down, but this has been down since early this mrning (it is now 1:30pm) Whenever I click the link to it, it comes up with the "connection was refused while attempting to connect to" (Im on firefox) box. Now, I can access cpanel, but it says I have no Databases, no subdomains..etc. But my files are still there, and accessible via ftp.
Has this been suspended (I had ads etc)
