HELLO to everybody. Could I get a little help with hosting advices?

I am trying to build a website for me. I have the actual website ready an want to upload it. I just took a domain from co.cc and now I am trying to get a hosting account. I have registered to 10xhosting. I have all my passwords and everything but when I try to sign in to control panel it says that my hosting account is pending....is this normal? How long should I wait. I am new to this whole upload and building websites so I would really appreciate any advice concerning this problem and also for the next steps that I have to do. This will be actually my first website so I will need external help...
Another thing I would like to ask is if I can create data bases?
I will be waiting for replies.

Sometimes the servers get a bit backed up, so new accounts can take 24-48 hours to be enabled.

Yes, you can create 2 MySQL databases. On cPanel you will see an icon labeled "MySQL Databases". Click on that and you will be able to create the databases and users (you have to add the user to the database, make sure you check ALL PRIVILEGES when you do).
Back at cPanel, phpMyAdmin will allow you to work with/view the database you created.

If you use either Fantastico or Softaculous installer from cPanel, they usually create the databases for you (for WordPress, Joomla, etc).
