Help! cPanel has no info for installing scripts

My free webhosting account has just been activated. I'd like to install a simple Perl web form script but I've found that cPanel has no info regarding installing cgi scripts.

At the very least I need to know the full path to my cgi-bin directory (which usually begins with /usr/local/.../cgi-bin), and the name of the SMTP sendmail server. I already know the path to Perl (/usr/bin/perl) and the path to sendmail (/usr/sbin/sendmail). Any additional guidance appreciated. Thanks.

Please take a look at this accurate plan comparison http://x10hosting.com/free-hosting-comparison. Perl and cgi are not available nor supported in free hosting.
