Help for Redirecting the domain name

Hi!
As stoli server is down these days..so I want to redirect my domain name to other domain name so that I can put some page indicating server problem till stoli is under upgrade.
Will it work when only http is offline while all other service are online??
I am asking so because in server status DNS server status is not mention..
Sorry if it is a silly question as I do not have much knowledge about server as I am doctor.
I have tried it for my subdomain but not working for that.

When apache (http) is down nothing can get served to the user so a redirect would not be possible.

DNS was removed to reduce confusion as it is managed by a different server.
