Help me install script

Hi, i have a problem installing this wallpaper site script, it requires ioncube to install, but i am pretty sure i have it installed on my account, but everytime i try to run the install script it just goes to a blank page.

my site is http://cleanpc.x10hosting.com/

the script php file is http://cleanpc.x10hosting.com/index.php

i've done that, how long does it take for ioncube to take effect after being installed
