Help with app

ok heres my problem. everytime i try to access the application for a new site page my browser opens a new window but nothing happens. is this a problem with this site or is something messed up somewhere along the line? any help from anyone is appreciated. thank you.

maybe this site just doesn't like me because it still isnt working. is there any other way to apply for hosting?

or try to use a different browser such as Firefox, Opera, Etc
