You can sign up for hosting from the main site (http://www.x10hosting.com). Although the system works on a lottery which randomly selects an application from all the applications submitted during the day (last i heard).
So your best bet is to keep applying each day until you get a cofirmation message telling you that your account has been created.
I also heard something about bypass codes for hosting going to people who introduced themselves well on the forum, or something. I'm not entirely sure.
those are just for the free acounts though. If you sign up for paid hosting you get created straight away.
That said, once you get in, X10 is the best free host that i have seen. They have free hosting plans which easily match, and beat, many accounts on other hosters that you have to pay for. and even the paid accounts are far better than a lot of other paid hosting sites.
