I just wonder whether CMS are allowed to use with free web hosting??

If yes which of them?

what language can be used by CMS websites?? I mean English or the others??

is there any suspending because of using language??

Yes, CMS is allowed on free hosting accounts. Several can be installed with Fantastico or Softaculous in your cPanel.
