One of my friends want to create a hosting plan with you and I explain them the TOS.

He wants to create a page that other users can create one blog, like blogger o wordpress(.com)

Can he do this?

No, it's not allowed.
You can't create website that offers visitors to register for services, such as forums, blogs, etc.

You could host your own blog if you want, but Multi-Users blogs are not allowed on x10.
