Is it possible to just have a hosting account without a forums account?

No. The forums account is necessary due to the system of determining account activity. You need to login to your forums account at least once every 30 days to keep your hosting account active. Logins to the account panel and cPanel do not count as activity.

Also the forums account is used to create free hosting support threads here in the forum should you need to ask for help with anything.
