What exactly do you mean? ... You manage most forums by logging into the forum as the Administrator and setting up the forum in the Admin panel.

There are many ways to advertise your site.

1. There are "Manual Surf" sites like Royalsurf.com that you can place your site to be advertised.
2. Posting your site in signatures ( e-mail, forums, etc )
3. Having good content to attract visitors. ( Be it about a certain set of topics, having contests / games )

You can also tell your friends about it and ask yourself this: What's special about your site that convince your visitors to stay rather than going to the others?

If I join a forum, I want a nice user base that actively participates. I want interesting discussions, news, features, etc. So maybe add some contests, hire staff (who'll be more likely to stick around), and just have fun. Advertise your site, but don't overdo it. Soon you'll have a few members who will be on day and night.
