How can I upload files

I have a huge problem. Im new here and this is my first page. So the problem is, that in my account, i can't find a button or something like this that upload my my html files.
Sorry for my english, i'm from germany...and..im a nub.

Cpanel has a neat little feature called File Manager.
Click on that - it opens a directory listing of your account.
Click on Public_html ... then click the upload files.

what is a c panel? when I log in I can see my facts (bandwith, Username etc)
i can change this, but i dont found a filemanager
