How do I publish my website?

I tried a file named index.html in public_html but nothing happened.

I have registered this domain (sportwinners.x10host.com), with the control panel I created index.php but if I put the url in a browser it tells me that the domain is not created.

Should I wait some time for it to be visible on the internet?
