How do you make Scrolling Menu Bars and Jump Bars

I'm trying to make some menu bars for my website but i dont know how to make them.

I want them to look like the menu bar on the left side of this site, http://www.icae.org/scripts_sql/icae/code/index.htm

Or like the kind you see called "Forum Jump" but im not using it for a forum.

Can anyone please help me?

are u familiar with java script ..? if not.. i don't know how to teach u.
Im not recommend this, but u can steal the code by right click on below the menu and choose view source and replace what ever u need

your going to have to put that in your css file and mess with the colors
