it doesnt allow me to go ti thwe website home page but i can go to my ebsite url/ upload

Go to your File Manager and check the root of public_html directory.
Look for a file named .htaccess and remove anything you find in there (unless you need some of it). Look for something that creates a redirect, such as RewriteRule or Redirect.
Or there might be a redirect in your index page.
Also, is your Invision Power Boards forum fully legally purchased and licensed?
