How To Install Libraries

I'm trying to install composer for my server to use an api for a webpage but I can't find a commandline or find a way to actually install the library.

You can't do that on Free Hosting, period. Nothing personal or anything, but allowing users to install binaries on a service that requires nothing beyond a working email address would be hazardous in the extreme to the service. Basically, if you can't do it in PHP with the unsafe functions disabled and only HTTP to work with, you can't do it on x10Hosting's Free Hosting servers. (And even then there are mod_security rules to prevent both abuse and footbullets.)
