If your current ISP's IP 'country code' is not on x10hosting's "Whitelist" -:- or you are using a proxy -:- or you are using VPN -:- or you are using something like TOR --- you CAN NOT setup or open a x10hosting's free-hosting account -- this is a computer (system) setting and staff can not bypass (override) it

you can not change the IP address of your ISP
You can get into real trouble if you attempt to get around the blockage regardless if you're going to cause harm or not.
If the service blocks India then it's blocked, the only exclusion is if you were registered here BEFORE the restriction was put in place then you can possibly stay, according to a situation not too long ago.

Yes, but using ways of getting around (not saying any just in case someone does try) constantly (after a few suspentions) would have to be dealt with some way. I'm not sure how it is done here but someone should know for sure.
It can be possible. I have mentioned before that that it could be that.
