The standard .htaccess file is blank. A default account does not have this file.
Simply create the file again. If your computer doesn't support blank file names, use name.htaccess and then upload the file. Then use cPanel or FTP to rename the file.
In cPanel, make sure you checked the box that says "Show hidden files (dotfiles)"
