htaccess file?

I have a problem. I tried to link my external css file from another directory and it doesn't work. I believe that the htaccess file has got something to do with it. If so, where can I find it?

If this has got nothing to do with it, what should I do??

What is the code you are using to link to the css file?

I have tried using this. I'm pretty sure that it's the correct path so it should work that way. But it doesn't.

<link type="text/css" rel="stylesheet" href="/home/xiadow/public_html/externalfiles/test.css" />

Also the .js extension file does not work.:dunno:
