Hello, i want to edit the .htaccess, i cant see it in public_html, though when i go to create one, it says it already exist, is this a premium only feature?

Go to cPanel and then Click on File Manager. There you can see your .htaccess file.
I can see this file. Also remember that this is a Dot file.
