html question

i have always had this problem nagging at me; how do you prevent people from accessing a directory?

i.e. if i had a link, lets say http://mywebsite.com/pictures/picture1.jpg, and people decided to go to http://mywebsite.com/pictures to access all the files. what html coding would i use to prevent directory access? would i just use an index.html file for each directory?

Or what you can also do is just put an plain html file in the "/pictures" directory... that will normally stop people from viewing all the files in the directory
