I only added a folder in content manager and my server has like 16.56 server load, why is this? btw i'm on a free no-ads account
I am suspended for high resource usage?

That number is the load on the entire server, not just your account.
As it says in your suspension message, you will be automatically unsuspended 15 minutes after the suspension was set.
If you are using a script like wordpress that could be the problem, it has been known to use a lot of resources.
