I can not recieve or send emails

I have just setup my email on the cPanel through Email Account. then I logged in with harde webmail program.

I tried to send an email and I got a error message:

There was an error sending your message: Failed to send data [SMTP: Invalid response code received from server (code: 503, response: All RCPT commands were rejected with this error: Temporary local problem - please try later Valid RCPT command must precede DATA)]

I even tried to send an email from my hotmail account but I did not recieve anything.

Any help on how to solve this. How can I receive/send emails?
