EVERYTIME I TRY TO REGISTER I GET THIS ERROR

Please try to register again later.I NEVER REGISTERED ON THIS SITE AND I"M NOT USING A PROXY OR MY NETWORK HAS BEEN BLOCKED.I WANT TO MAKE MY WEBSITE NOW!

There's not a lot that can be done. The system is seeing you use an IP address that has either already created an account or that has been blocked. "Your network" may include your ISP's entire regional block, depending on how they are doing the NAT (network address translation), and there is almost always a proxy somewhere in your route to a server on the internet (usually in your ISP's network -- that one would usually be ignored by the system) even if you're not deliberately using a proxy service on the internet. If it's a NAT problem, then you just have to keep trying.
