If it was a straight HTML site I don't think there would be a problem, but it cant call up the PHP from the Mysql database.

Running forums takes up far fewer resources than a few hundred-thousand websites on a server along with everything else needed for that. It's also likely that some people's websites are resource hogs -_-, which just makes it worse for everyone else.
